True. A rogue system headed by or staffed with an infiltrator who wishes to see the project fail. That scenario is not beyond the realm of possibilities - the Collins class would have been a very good sub. How to prove this is the question. Maybe a covert examination of every player's bank accounts and employment records and associates to see if there are irregularities or if a motive exists - assuming you can convince authorities that 'something smells rotten in denmark'.
