Can a management company charge residents a noise violation fee?

Me and 3 friends live in a townhouse with 100% college students, off campus, where parties happen all the time and are the reason people move in there. The other week the "security" for the townhouse came and told two of our guests we were getting a $400 noise violation ($100 per person.) They did not talk to anyone who lives here. It says in the lease that they can charge a fee for noise/party violations but is it legal? There is no process for appealing the decision in the contract nor does it describe what constitutes a noise violation/party violation. Now the management is harassing us even though I have talked to pre-law students who said it was an illegal practice.Can a management company charge residents a noise violation fee?
