What is the difference between a model management and a model agency?

I am planning on going to london in a few weeks and i was just wondering what is the difference between a model management company (e.g. IMG modeling management) and a modeling agency (e.g. Models1)? Can they both offer contracts to new wannabe models and get work for them?

from what i know, an agency is a modeling place where you model and have to sign up and they decide if they want you or not. management is a modeling place where no new people can sign up. where they manage what the model does in the agency.What is the difference between a model management and a model agency?
